What Is the OUPV Exam?

The OUPV exam is administered by the National Maritime Center (NMC) at Regional Exam Centers throughout the United States. OUPV stands for Operator of Uninspected Passenger Vessel — the federal license that allows you to carry up to six paying passengers for hire on any waters.

Section 2 — Deck General & Safety

Covers fire extinguisher classes and ratings, personal flotation devices (PFDs), vessel stability, distress signals, and general seamanship. Fire extinguisher questions appear on almost every exam.

Section 3 — Navigation General

Covers tide and current tables, weather interpretation, basic celestial navigation concepts, buoyage systems, and aids to navigation. Requires understanding how to read tide tables and interpret weather data.

Rules of the Road

Prerequisites Before You Test

You must submit a complete application to the NMC before scheduling your exam. These requirements must be met or in progress.

360 Days Sea Service

Minimum 360 days aboard a vessel. At least 90 days must be on near-coastal (offshore) waters. Days are self-certified on a sea service form signed by your supervisor or vessel owner.

Transportation Worker Identification Credential issued by TSA. Required for all merchant mariners. Apply through TSA enrollment centers. Processing can take 4–6 weeks.

What to Bring to the Exam

Day-of checklist

2 Forms of ID

Government-issued photo ID (driver's license, passport) plus one secondary ID. Your name must match your NMC application exactly.

Parallel Rulers or Course Plotter

Required for Chart Plotting. Parallel rulers or a Douglas protractor/course plotter — both are accepted. Practice with what you bring.

Dividers

For measuring distances on the chart. Bring a standard set of navigational dividers. Compass dividers work well.

Pencil

Non-mechanical pencil recommended. You will be drawing on the chart. Bring a spare.

Practice Chart

NOAA Chart 12221 (or equivalent training chart) is typically provided by the test center. Confirm with your specific Regional Exam Center in advance.

Start with Rules of the Road

Section 1 is the most time-intensive and has the highest failure rate. Starting here means you build the hardest material first and can identify gaps early.

Chart Plotting is the highest-ROI study

Only 10 questions but 90% passing required. The question types are limited and highly repeatable. A few hours of hands-on plotting practice can lock in 9 or 10 correct answers.

Use the official USCG question bank format

The NMC draws directly from the published question bank. Practice with the actual question stems and answer choices — not paraphrased versions. Exact wording matters.

Don't skip Deck General

Fire extinguisher classes (A, B, C, D) and ratings (I, II, III, V) appear on nearly every exam. PFD types and stability basics are also heavily tested. Don't assume you know it.

Practice under timed conditions

Each section has a time limit. Running timed practice sessions reveals which topics slow you down and builds confidence for the real test environment.

Know both Inland and International Rules

Many Rules of the Road questions specify whether you are on inland or international waters. The rules differ on whistle signals, flashing lights, and the Constrained by Draft concept.

Once all four sections are passed, submit your exam results with your full application (sea service, physical, drug test, CPR, TWIC, fee) to the NMC through the Merchant Mariner Credentials portal.

Your Merchant Mariner Credential (MMC) is mailed to your address on file. The OUPV endorsement will appear on your MMC credential card. It is valid for 5 years and renewable.

Mistake: Studying paraphrased questions instead of the actual bank

The NMC exam uses exact question stems from the published USCG question bank. If you practice with questions that have been rewritten or simplified, you may not recognize the actual exam phrasing. Always use the real question bank format.

Mistake: Ignoring the Inland vs. International distinction

Many Rules of the Road questions hinge on whether the scenario is inland or international waters. Candidates who study only the general rule without memorizing the differences routinely miss 3–5 questions on Section 1 — enough to fail at the 90% threshold.

Mistake: Leaving Chart Plotting until last with no hands-on practice

Chart Plotting is learnable but requires physical practice with real tools on a real chart. Reading about parallel rulers is not the same as using them under exam conditions. Even 3–4 timed plotting sessions significantly improves accuracy and speed.
